The Daily Mirror had its own theory as to why the Caroline ships had been silenced. This cutting, courtesy of George Morris, from 15th March 1968:

We have a page of photos of the Caroline North vessel being towed into IJmuiden,
another of both radio ships tied up in Zaandam harbour
and one of them in Amsterdam.

Soon after the towing incident, there was an unsuccessful attempt to relaunch the station.
