Radio Caroline's proposed programme format, 1964.

This is a transcript of a policy document issued by Christopher Moore in July 1964, giving his plans for the output from the two Radio Caroline ships. It is a fascinating document but we have been informed that it was never implemented on Caroline South which was still, at that time, owned by a different company from the one operating Caroline North. We asked Tom Lodge if it was followed on the north ship. His reply is below.

The sound is to be kept UP TEMPO as much as possible. The order of the key numbers show priority on programmes. Each DJ should supply a carbon copy of his programme to the panel operator along with the stack of records.

Did Caroline North follow the music policy directive from Chesterfield Gardens? Tom Lodge remembers:

We did at first try to keep to that format but Caroline House, where that Caroline North programme schedule came from, was so far away and out of touch with us on the Caroline North ship that we slowly moved away from all that. Caroline House could not hear us and the only communication was when someone came on board and maybe, rarely, a written communication. Plus, with the DJ shortage, nothing was tied down or regular. Sometimes no replacement DJs came and so we kept the shows going the best we could. Sometimes it was too rough for a boat to come out to the ship. And sometimes there were other personnel difficulties and so often we only had a few of us to keep the shows going.
 
Chris Moore was a warm, friendly, gentle person, but with low energy. He wasn't the type who would be on top of us with following his rules. And because of our isolation, I became the programme director. Most of the papers on programming etc. were simply Caroline House creations for the advertisers. Most of the time we would receive a weekly log for advertising times and recorded adverts, or copy for us to produce commercials from - but on many occasions no boat came so we repeated the previous week's ad schedule.
 
So you see, nothing was ‘cut and dried’. Sometimes we did (follow instructions) and sometimes we didn't. And gradually we didn't. Plus our egos enjoyed creating our own shows.
 
I hope this gives you a clearer picture of those times. I really appreciate your work in digging out the facts of that time.
